S.P. Milling – Sisquoc
Hot Spots

Description

Prepare Toxics Hot Spot Evaluation in accordance with State of California AB 2588

Justice & Associates performed a toxics emissions inventory report for S.P. Milling’s Sisquoc Facility in accordance with the requirements of the Santa Barbara Air Pollution Control District as well as the state’s AB 2588 Toxics Emissions Inventory Programs. This facility is a sand and gravel, mining and processing facility that included a hot mix asphalt production operation.

Additionally, this facility participated in a state wide pooling effort to test a variety of hot mix asphalt facilities to identify toxic emissions from their operations. This "pooled" source test project was a joint effort among hot mix asphalt producers in California which amounted to approximately $1,000,000.

Justice & Associates worked with the Sisquoc facility to establish estimates of all of the emissions from each process activity including mining and processing through the producing and manufacturing of hot mix asphalt paving materials. Justice & Associates evaluated the emissions for all the heavy metals in AB 2588 including emissions for crystalline silica and asbestos. A complete evaluation of the emissions was prepared in accordance with the state requirements and was evaluated against the state’s applicable thresholds of risk.

Included in the evaluation were the fuel combustion toxics profiled by the Ventura County Air Pollution Control District. The data was reported in hard copy and on disk, prepared in the Santa Barbara County’s ACSI format.

Justice & Associates’ responsibilities included identifying the property boundaries in UTM coordinates and structuring the emissions data file and format to facilitate an air dispersion modeling and toxic risk assessment in accordance with the California "ACE" program for risk assessment under AB 2588.

Part of Justice & Associates’ responsibilities included the evaluation of source test data and establishment of the protocol and testing requirements for the heavy metal concentrations in the mineral products.

Justice & Associates’ evaluation was reviewed and approved by the Santa Barbara Air Pollution Control District.
