File for "Super Compliant Status"

Work with the South Coast AQMD to implement a rule change that would enable this facility to be the first to establish the concept of "Super Compliant" in southern California.

Justice & Associates was contracted to represent All American Asphalt in negotiations with the SCAQMD to install low NOx technology that would enable this facility to avoid the mandated installation of a $350,000 Continuous Emissions Monitoring System (CEMS).
Part of the project included evaluation of rules that existed under the SCAQMD’s program known as RECLAIM. Justice & Associates was asked to help the SCAQMD understand the reasons and concepts behind the requested rule changes which would allow new technology to be installed, and the money to be invested in reducing emissions, rather than continuing to pollute at higher rates, spending the money installing CEMS and simply monitoring emissions.
In addition to evaluating this facility’s impact, Justice & Associates evaluated the impact on the southern California asphalt industry to provide support data for the SCAQMD to enable them to justify the changes to the rule. The rule changes were implemented in 1995 and as of this date five other hot mix asphalt facilities have filed to take advantage of the provisions of this rule, thereby reducing the facility emissions by approximately 65-70%.
Although this project required that Justice & Associates work closely with the SCAQMD to implement the rule changes, the cost of Justice & Associates' services was paid by the All American facility in Corona.
