Project Name

Research Grant to study and evaluate low NOx burner technology for the Hot Mix Asphalt Industry.

Description

In response to the RECLAIM permitting program implemented in the South Coast AQMD the Southern California Gas Company determined that the Hot Mix Asphalt Industry was facing mandated fuel curtailment as a means of reducing air pollution. In anticipation of this mandate, the Southern California Gas Co. wanted to encourage new low emissions technology and subsequently provided a grant to facilitate research and technology advancement.

Justice & Associates was contracted by the Southern California Gas Co. to evaluate new technology low NOx burners for the Hot Mix Asphalt Industry to illustrate and make available to the public the results of the new burner technology.

All American Asphalt purchased a low NOx burner with flue gas recirculation from the Hauck Manufacturing Co. located in Lebanon, PA for installation at their Corona facility. This Hot Mix Asphalt facility is considered to be the highest production plant in the United States.

The Robertson’s Ready Mix facility (formerly known as Owl Rock) in Irwindale, CA purchased and installed an excess air low NOx burner manufactured by the North American Burner Manufacturing Co. located in Cleveland, OH. Robertson’s is an older hot mix asphalt batch plant that has been in the area for over 40 years.

Justice & Associates’ evaluation required participation in the selection of the equipment, monitoring installation, recording start-up and calibration problems and successes and preparation of written documentation to illustrate the success and/or failure for each installation. Justice & Associates was also required to conduct industry workshops and public presentations to update the progress of these projects as they proceeded, as well as to report the final outcome.

Part of the evaluation Justice & Associates performed was to complete a rule evaluation to determine the impact of this new technology on the local Hot Mix Asphalt Industry, establish emission rates and identify technology that could ultimately be established as Best Available Control Technology (BACT).

Additionally, Justice & Associates participated in establishing testing protocol to assure the tests were representative of the actual results of the equipment and would stand up to a strict and thorough evaluation from EPA as well as the South Coast AQMD.

To date, both facilities have been tested and the results have been filed with and approved by the SCAQMD.
