Prepare applications to acquire a Permit to Operate within Clark County.

Justice & Associates was contracted to prepare the applications for a Permit to Operate in accordance with the requirements of the Clark County Air Pollution Control District. The scope of Justice & Associates' work included working with the Air District to establish emissions factors suitable for this type of operation and the evaluation of 12 diesel engines for inclusion in the permit.

Justice & Associates' responsibilities included preparing a Best Available Control Technology (BACT) cost evaluation and establishing the control level for the selected control devices as well as establishing, in conjunction with the Air District, the offsets that would be required through emission reduction credits.

Justice & Associates also participated in the determination of the type of credits that would be provided. The value of the credits to be provided was in the $500,000/yr range. The Clark County Air District has a unique program for generating credits based on paving roads within the Las Vegas vicinity, with credits generated being a function of traffic count.

This facility was also the target of an EPA Region IX NSPS Audit. Justice & Associates prepared a complete NSPS evaluation and responded to the EPA 114 letter.
