C-4914

Project Name

Sycamore Ranch Project - Conditional Use Permit

Description

This project required Justice & Associates to work as a part of a consulting team to obtain a Conditional Use Permit for mining/excavation of an alluvial deposit located in eastern Ventura County, California. The 500 acre site is located within the City of Filmore Insectory, and as such potential dust could have a significant impact on the integrated pest management program.

The contract required that Justice & Associates conduct an extensive analysis of the proposed facility to estimate anticipated PM10 emissions and determine potential impacts. The information was compiled to anticipate measures needed to comply with Ventura County air quality regulations as well as to respond to concerns from neighboring citrus growers about potential impacts to their "organic" farming community.

An extensive air dispersion modeling analysis was used to help develop a low impact mining plan and establish mitigation measures to assure no adverse impact from dust emissions.
