East Side Reservoir - Aggregate and Ready Mix Plants

This is a drill and blast quarry operation providing the aggregate and other materials for construction of a dam near Hemet, California.

The $350 million dam is the largest earthen dam in North America and the aggregate facility is one of the largest aggregate producing facility in the United States. Construction of the dam was conducted over a three year period.

Justice & Associates provided the consulting services to secure the air permits from the South Coast AQMD. The project is the largest of its kind to be permitted by the SCAQMD.

Justice & Associates' services included preparation of the AutoCAD flow diagram, selection and sizing of pollution control equipment, regulatory evaluation, BACT determination, facility wide emission calculation, air dispersion modeling analysis and aiding with the purchase of necessary emissions reduction credits.

Thirty two applications were filed along with all supporting data. The project was "fast-tracked" through the District within 60 days, including a 30 day public notice period. (A project of this nature might normally take six months for processing.)
