Prepare an appeal to the State Mining Board to enable the excavation and mining of a flooded river bed which had been destroying crops and farm structures.

Justice & Associates was contracted by Chandler Ranches to interact with the State and Federal Agencies that had responsibility for the in-stream work in the county of San Luis Obispo, CA. The objective of Justice & Associates’ project was to expedite the two year permitting requirement and public hearing that are a part of any mining project in the state of California. This required Justice & Associates to work with the Army Corps. of Engineers to delineate their jurisdiction, negotiate with the State Office of Mine Reclamation and represent the ranch before the State Mining Board to illustrate why the operation should be exempt from being classified as a "mining operation."
The agencies Justice & Associates worked with included CalTrans (California Department of Transportation), the San Luis Obispo Planning Department, the State Regional Water Quality Control Board, California Department of Fish & Wildlife and Federal Office of the National Resource Conservation Service.
The notable significance of this project was that all previous similar appeals for exemption by other applicants had been denied. Outside observers had given this project a 5% chance of receiving an exemption. The Mining Board granted this project an exemption after only 15 minutes of deliberation. Credit for the successful completion of this project was based largely upon what was referred to by the Mining Board as Justice & Associates’ "creative presentation" which included use of still photographs captured from home videos.
