Blue Diamond Materials - Aid with the design and preparation of air permit applications for a portable recycle plant.

Blue Diamond Materials is the leading producer of road base materials recycled from broken concrete and asphalt pavement. Newly enacted air pollution regulations suggested that portable recycle plants could no longer be permitted in the South Coast AQMD. Needing an additional portable plant, Blue Diamond sought help in designing a plant that met all the stringent environmental requirements.

Justice & Associates was contracted to permit and help design a portable recycle plant that could be used anywhere in the South Coast AQMD, which encompasses portions of Los Angeles, San Bernardino, Riverside and Orange Counties.

Justice & Associates' services included aiding in plant design to facilitate the ease of portability. Justice & Associates also designed and specified the air pollution control equipment that was necessary to meet the stringent Southern California air pollution control requirements.

Furthermore, Justice & Associates evaluated the NOx emissions for the 920 HP diesel gen set that was required to accompany this equipment, as well as specify and permit the selective catalytic reduction (SCR) system that accompanied the equipment upon its relocation in the Southern California area.

TA key feature of this facility was its identification as one of the cleanest portable recycling facilities in California. This plant was considered by Hanson PLC to receive a Clean Air Achievement Award. The SCR installed on the diesel gen set was source tested and certified to show a 95% reduction of NOx emissions.

This facility has been publicized in major industry publications. In most cases, Justice & Associates was asked to contribute articles and/or interviews to these various trade magazines.
