Description

Prepare an Urban Runoff Mitigation Water Quality Management Plan (WQMP) for a Distributor of Masonry Products in Lake Forest, California

Justice & Associates was retained to prepare a Water Quality Management Plan to mitigate urban runoff for Valley Building Materials. The City of Lake Forest municipal code requires that a WQMP is to be developed and submitted to the City for approval prior to the issuance of building or grading permits for all new development and significant redevelopment projects that are defined as priority projects. The Valley Building Materials project is defined as a priority project because of the addition of more than 100,000 square feet of impervious surface. The redevelopment plans include the improvement of their existing facility by adding new structures, landscaping, paving and parking. The new design will provide better customer service as well as improved handicap access. Valley Building Materials is located within an industrial zone, however it is surrounded by areas zoned for housing.

Justice & Associates prepared the WQMP in accordance with federal, state and local urban runoff mitigation requirements. The WQMP included the evaluation of the quality and quantity of storm water runoff for the pre -development and post-development scenarios. The evaluation also revealed that storm water discharge from this facility is conveyed to an impaired water body and an environmentally sensitive area. This information was used during project planning to identify permanent runoff mitigation (post-construction) Best Management Practices (BMPs) that will be included in project design, constructed as part of the project and ultimately implemented and maintained for the life of the project. The WQMP also includes a commitment from the property owner and permit applicant to incorporate, implement and maintain the BMPs.
