RMC Vernalis Project EIR

RMC Pacific Materials filed a Conditional Use Permit (CUP) application and reclamation plan for a “green field” construction aggregate project near Vernalis, California with the San Joaquin County Planning Department. The proposal was for 688 acres and over 100 million tons of aggregate, and included a ready mix concrete plant.
During the initial environmental review conducted by the County, it was determined that a project Environmental Impact Report (EIR) would be required. Issues of particular interest included truck traffic, lost prime agricultural land and potential of exposing groundwater.
The County issued a Request For Proposals (RFP) to potential qualified consultants to seek proposals and cost estimates to prepare the project EIR. ESA’s Sacramento office was selected as the EIR consultant with Justice & Associates (J&A) as one of the primary subconsultants.

ESA retained J&A to provide industry technical review of the administrative draft EIR. Also, J&A prepared the EIR project description, alternatives section and provided input to the cumulative impacts section of the EIR. J&A representatives were present at site visits and meetings with County staff and RMC personnel to facilitate the proper project presentation in the EIR.
