Rocky Hollow Quarry Conditional Use Permit and Reclamation Plan Preparation

Encore Land Partners (Encore) owns 220 acres of land zoned residential in the City of San Jacinto, CA (Riverside County). The property has rugged boulder ladder terrain unsuitable for residential development. Consequently, Encore decided to determine if the boulders and bedrock found on-site would be suitable for construction aggregate. Upon initial subterranean exploration and testing, it was determined that the granite did indeed meet minimum specifications for construction aggregate.
Because of the need to export significant volumes of processed construction aggregate, the City required Encore to prepare and submit a Conditional Use Permit (CUP) application and reclamation plan. The CUP would allow for the processing and removal of approximately 10 million tons of aggregate. The reclamation plan calls for the successful revegetation of permanent slopes and potential use of 100 acres for residential development.

Justice & Associates (J&A) was retained by Encore to prepare and submit to the City if San Jacinto CUP application and reclamation plan for the subject property. Prior to the submittal, J&A was responsible for the coordination of the initial subterranean exploration and testing as well as for many of the resource studies that became a part of the application submittal package.
Also, the City of San Jacinto had let its mining ordinance lapse since no mining had taken place within the City for several years. J&A wrote the City’s new surface mining and reclamation ordinance based on the state’s model ordinance. J&A was then responsible for negotiating the language with the City and having it adopted by both the City Council and the State Mining and Geology Board.
