Chandler’s Inert Debris Engineered Fill Operation Plan

Chandler’s Palos Verdes Sand & Gravel Co. (Chandler’s) has been operating its sand and gravel operation since the 1930s on the Palos Verdes Peninsula near Los Angeles. Since the 1970s, Chandler’s has been reclaiming the mine site by operating an inert landfill. In 2004, new statewide regulations became effective that dealt specifically with the disposal of Construction and Demolition and Inert Debris (CDI). The regulations were adopted by the California Integrated Waste Management Board and calls for Local Enforcement Agencies (LEA) to enforce the regulations.
The new CDI regulations require inert landfill operations to notify their respective LEA of their intent to continue operating an inert landfill or establish a new one. The regulations offer three regulatory tiers, all requiring the preparation and submittal of an enforcement agency notification form and operation plan to be submitted to their respective LEAs for review.

Justice & Associates (J&A) was retained to prepare the Notice of Intent and operation plan on behalf of Chandler’s. First, Justice & Associates determined that Chandler’s was operating an Inert Debris Engineered Fill Operation (IDEFO), as defined by the new CDI regulations. Accordingly, operating an IDEFO placed Chandler’s operation in the lowest regulatory tier, the Notification Tier.
J&A prepared the notification form and operation plan pursuant to the IDEFO specifications. The form and plan was submitted and approved for content adequacy by the Los Angeles Department of Health Services acting as Chandler’s LEA.
