Ener Tech Environmental, Inc.’s E fuel from Biosolids Project Conditional Development Permit

Ener Tech Environmental, Inc. (Ener Tech) has developed proprietary technology to produce E fuel from sewage sludge or biosolids. The Atlanta, GA based firm has entered into a contract with the City of Rialto, CA (San Bernardino County) to build a processing plant utilizing the proprietary technology at the City’s sewage treatment plant. The plant would process biosolids from the City’s sewage treatment plant as well as other plants.
The City required a project EIR to be prepared and specified that the project would need a Conditional Development Permit (CDP).

Justice & Associates (J&A) was retained to prepare the CDP application and process it with the City’s Planning Department. Justice & Associates reviewed the draft EIR, prepared by others, to make certain that the application including the project description was consistent with the EIR. After a pre-application conference the CDP application and supporting documents were submitted. Processing of the CDP application included meeting with City staff and representing Ener Tech at the City Planning Commission public hearing where the CDP was unanimously approved.
