Southwest Gas - Facility Modification

Description

Prepare modification application for an Authority to Construct/Operate (ATC/OP) Stationary Source Permit in Las Vegas, NV from the Clark County Department of Air Quality and Environmental Management (Clark County DAQEM)

Justice & Associates prepared all necessary documentation required to modify an air quality permit from the Clark County Department of Air Quality and Environmental Management. A significant permit modification was necessary at this facility because of an outdated permit. The modification served to remove emission units from the permit which were no longer in use at the facility as well as add new equipment including new boilers and cooling towers.

Justice & Associates prepared updated emission calculations for each unit using EPA AP-42 emission factors. The new equipment was subject to a Best Available Control Technology (BACT) analysis. The BACT analysis determines the maximum degree of regulated pollutant emissions reduction for a new or modified emission unit. In this case, Justice & Associates determined that BACT for the new boilers was the use of low NOx burners designed to achieve Clark County DAQEM emission limits. A new facility-wide potential to emit was calculated and incorporated into the new permit.
