Jeff has approximately ten years of consulting experience and over 5 years of planning experience. His planning experience ranges from community to land development. He has consulted in the public sector and private industry for various planning related applications. He has worked closely with certain cities in developing a trail master plan, updating existing redevelopment plans, and providing environmental review of proposed specific plan development. He has also consulted as a project manager and historic preservation consultant for Los Angeles City College in an adaptive reuse of the historic Van de Kamp’s bakery: to transform an industrial building into a satellite campus in Los Angeles.
Jeff holds a bachelor’s degree in Economics from California State University, Fullerton. And a dual Masters in Public Administration (concentration in Public Finance) and Planning (concentration in Economic Development) from the University of Southern California. Jeff is an active member of the American Planning Association.
Since arriving at Justice & Associates, Jeff has worked on several projects as a land use consultant to obtain various entitlements related to surface mining and mine reclamation including: Conditional Use Permits, Temporary Use Permits, Inert Debris Engineered Fill Operations (IDEFO), Erosion Sediment Control Plans (ESCP) and Substantial Conformance Applications. He actively participates in CalCIMA and is familiar with SMARA and related mining ordinances and regulations.

Jeff participated in Enertech’s Conditional Development Permit application process and Precise Plan of Design for a regional biosolids processing facility in the City of Rialto. He worked closely with the City to acquire necessary discretionary approvals and ministerial permits that would allow successful development and implementation of the project.
Jeff participated in the proposal for a new 221 acre mine to be located in the City of San Jacinto (Riverside County). The project involved the approval for a mineral overlay zone that would provide the appropriate land use necessary for mining while maintaining a future subsequent use for potential housing development.
Jeff has also served as a Project Manager for the substantial conformance application for the 3M Corona Quarry to revise their plan to include new areas. The substantial conformance application involved vested rights issues along with potential sensitive habitat issues.
Jeff has also been involved in managing the revisions to Coachella Valley Aggregate’s (CVA) existing permit. For the Indio Mine (Riverside County) the project was faced with the proposed Coachella Valley Multi-Species Habitat Conservation Plan. Jeff was a key proponent to ensuring protection of CVA’s property rights necessary for appropriate use of their subject property. Jeff interfaced with various agencies (e.g. City, County, State, and Federal) to help ensure equitable review of the application.
