Kimba Spencer, a graduate of California State University, Long Beach, has been with Justice & Associates since 1998.

She formerly headed up the Emission Credits Exchange where she evaluated consumption trends relating to future allocations. During her stint as credit trader, she brokered the single largest trade ($7,000,000) in the RECLAIM market during the year 2000. Kimba was also in charge of our Third Party Transmitting service, electronically reporting emissions to the South Coast AQMD.

Currently Kimba is involved in air permitting, Spill Prevention Countermeasure and Control Plans, Business Emergency Plans, and diesel engine repower grant applications.

A manufacturing company located across the street from two schools wanted to permit a new paint spraying operation. Kimba prepared the application and handled all the extensive details involved in the ensuing Public Notice requirements. The permit was subsequently granted.
