Mike has a broad background in air permitting and other environmental issues that developed from extensive experience involving the management, engineering, design and installation of heavy manufacturing facilities. His responsibilities have generally included handling all of the regulatory and environmental issues associated with the projects he has worked on.
Mike is recognized throughout the state of California as an expert in his field. He is frequently called on as a speaker, and as an author of articles for state and national trade associations. Mike has been selected to speak at events such as the International CONEXPO in Las Vegas and the World of Asphalt Conference and Expo in Nashville, TN.
He serves on the National Environmental Committee for the National Stone Sand and Gravel Association and the National Asphalt Pavement Association and is the environmental committee chairman for the local California Asphalt Pavement Association.
Mike is known for his knowledge of the SCAQMD RECLAIM program and is responsible for a variety of rule changes including the development of the "Super Compliance Facility" Rule.
With extensive enforcement action by Federal EPA in the Las Vegas area, industries there have called on Mike to provide insight and advice on compliance alternatives. His thorough understanding of the Las Vegas area APCD regulations coupled with his knowledge of federal regulations has earned him the reputation as "the one call" when facing tough regulatory mandates.

When the South Coast AQMD started its Certified Permitting Professional program, Mike's application packages were used as an example of what the District hoped to teach other consultants to emulate. His reputation developed into a demand for his services, and subsequently in 1993 Justice & Associates was formed.
Mike is proud of his reputation as well as that of the Justice & Associates' staff. It is this reputation, passed on by word of mouth, that accounts for the continual stream of new clients and the opening of a branch office in Las Vegas. In 2003, celebrating our 10th year in business, documents were finalized to begin the process of making Justice & Associates an employee owned business. It was within the spirit of this process that we acknowledged our long standing purpose to provide environmental consulting services that astonish our clients in a work environment that astonishes our staff.
