The California Integrated Waste Management Board adopted the Phase II Construction/Demolition and Inert Debris (CDI) Regulations in late 2003 and they became effective February 24, 2004. Justice & Associates was involved in the development of the regulations and offered testimony at several hearings.

The CDI Phase II Regulations regulate the disposal of CDI material where the Phase I Regulations adopted earlier in 2003 regulates the transfer, handling, processing and storage of CDI material.
