An Engineering graduate from Cal Poly Pomona, Scott Taylor has over 9 years of experience in assisting companies in industries such as hot mix asphalt, aggregate crushing, sand drying, and cinder block manufacturing. His work in these industries has involved air districts throughout California, Arizona and New Mexico.
He has established himself as an expert in Southern California on the RECLAIM rules covering compliance of facilities located in the South Coast AQMD. He has participated in a team that has installed several Alternative Continuous Emissions Monitoring Systems (ACEMS) on Hot Mix Asphalt plants that are a part of the RECLAIM program. He is frequently called on to manage compliance audits for RECLAIM Facilities and is known for his ability to quickly sort out compliance issues.
Scott has received training and has performed air dispersion modeling for a variety of projects including showing compliance with NSR thresholds and to perform Health Risk Assessments for Toxics.
Facilities rely on him for coordinating and evaluating source tests at their facilities. Often these tests are looking to show initial compliance and or comply with permit conditions.
He has received the SCAQMD Certification as an Air Permitting Professional and has an open and friendly working relationship with many Air District personnel.

Blue Diamond Materials purchased a new portable hot mix asphalt facility and wanted to have permits for the same facility in 6 different air districts. Scott was responsible for coordinating the permitting of the facility and interfacing with the district to achieve resolution to stumbling blocks during the processing of the application. Some of the air districts had not permitted a hot mix asphalt plant in over 8 years. These air districts were unfamiliar with how to evaluate a new hot mix asphalt plant to meet the more stringent emission requirements. In all cases, Blue Diamond received permits on schedule and with production that exceeded their requirements.
