Tom has over thirty years of experience with the Construction Materials Industry including fourteen with Vulcan Materials Company, Western Division (formerly CalMat Co.). While with Vulcan Materials Company, Tom was Director of California Permitting. The Resource Management Department managed by Tom was responsible for land use and environmental entitlement, permit compliance, assisted in acquisition due diligence and governmental/community relations. Tom holds a bachelor’s degree with dual majors in Biology and Geology from Cornell College as well as a Master of Science Degree in Environmental Studies from Cal State Fullerton.
Tom is recognized throughout the State of California as an expert in land use entitlement. Tom has successfully permitted over 150 million tons of aggregate reserves in San Diego, Orange, Riverside, and Ventura counties, California. He has successfully negotiated several real estate transactions including purchase and sales agreements, leases, licenses, and easements.
Tom is currently on the Executive Committee of the California Mining Association and a member of the Construction Materials, Association of California’s Environmental Committee as well as a member of the NSSGA Mining and Reclamation Committee. Previously, Tom has served as the chairman of National Aggregate Association (NAA) Wetlands Task Force Committee where he offered expert testimony before the White House Interagency Wetlands Task Force hearing in Anchorage, Alaska. Tom has also served as chairman of the National Ready Mixed Concrete Association’s Stormwater Run-off Task Force, as well as a member of NAA’s Public Relations and Governmental Affairs Committees.

Hanson Aggregates (and its predecessors) have operated on a 100 acre parcel of land in Orange, CA since the 1920s. In 2002, the City of Orange informed Hanson that the pavement recycling business wasn’t a permitted use in the Sand & Gravel zone. Tom was retained by Hanson to advocate a reversal on the City’s position which was accomplished at the City Council level.
During his tenure at Justice & Associates, Tom has served as an expert witness in four litigations. The issues dealt with the condemnation of aggregate bearing land, disputes between landlord and operator and Federal mining policy.
Tom obtained necessary approvals for United Rock Products to operate an inert landfill at their Irwindale Plant. Related work included obtaining waste discharge requirement for United’s three excavations.
