Experience & Qualifications

Valerie joined Justice & Associates in March 2006 and is a member of the Land Use and Water Quality (LUWQ) service team and is experienced in the fields of land use entitlements, water quality, and hazardous materials. Valerie is MSHA certified in noise and dust sampling and is an ICC certified Designated Operator for Underground Storage Tanks. She has a B.A. in Geo-Information Sciences from Salzburg University, Austria (1999) and a M.A. in Geography from CSU Long Beach (2003).

A radio facility in Glendale, CA, needed to replace a 100-foot high antenna with a 140-foot high antenna, located on a parcel zoned for residential use with a height limit of 35 feet. A Conditional Use Permit was necessary to allow a commercial radio transmission facility in a residential zone. Furthermore, the City required a Variance due to the height of the structure. Valerie streamlined both applications as one project, which was approved by the Zoning Administrator in one Public Hearing.

An industrial plant located in Rialto, CA, needed to build a pipe to transport brine water between two facilities. The pipe crossed properties owned by four different government agencies, each requiring a different process to allow for the pipe to be built. Valerie secured the necessary encroachment permits and easements for all affected parcels. The project also necessitated a new storm water outlet for one of the facilities, which in turn required permission by the U.S. Army Corps of Engineers, the Santa Ana Regional Water Quality Control Board, the California Department of Fish and Game, and the U.S. Fish and Wildlife Service. Valerie was able to secure permission from all involved agencies, which allowed for construction to be completed before a construction ban due to bird nesting took effect.

Valerie also performs monthly Underground Storage Tank Inspections and is responsible for monthly, quarterly, and annual storm water documentation of nearly 50 facilities.
